Eligibility Criteria
Eligible Groups:
- Starknet Users: Users with more than five transactions, active for three or more months, transacted with $100+ volume, and had 0.005 ETH or more in their account by November 15, 2023.
- Starknet Early Community Members: Approved members of the Starknet Early Community Member Program.
- Starknet Developers: Developers who made at least three commits before November 15, 2023, with at least one commit between January 1, 2018, and November 15, 2023, to a recognized Starknet GitHub repository.
- StarkEx Users: Users who performed at least eight transactions before June 1, 2022.
- Ethereum Contributors:
- Ethereum Protocol Guild Members (as of November 15, 2023)
- Ethereum Developers: Those who contributed at least three commits before November 15, 2023, with at least one commit from January 1, 2018, onward to a recognized Ethereum ecosystem GitHub repository.
- EIP Authors: Authors or co-authors of Ethereum Improvement Proposals (EIPs) published before November 15, 2023.
- ETH Stakers: Including solo stakers (higher allocation), labeled pooled/custodial stakers, and unlabeled stakers who participated in Ethereum PoS staking before the Merge (September 15, 2022).
- Open-Source Developers: Developers with at least three commits before November 15, 2023, and one commit from January 1, 2018, onward to one of the top 5,000 GitHub projects by stars.
Ineligible Groups:
- Residents of Russia, Cuba, Iran, North Korea, Syria, or any sanctioned country.
- Individuals on the U.S. OFAC Specifically Designated Nationals (SDN) list.
- Individuals on the U.K. Sanctions List.
- U.S. persons, including U.S. citizens, residents, green card holders, and businesses with majority U.S. ownership.
